Comment:

 We should have a fallback return of false in
 `wp_install_maybe_enable_pretty_permalinks()` for the case where
 permalinks were not enabled. The null return should also return true. Core
 does not leverage the return value, but the function also ''is''
 pluggable, so consistency in a return fallback would be good.
