 When skipping an entire file based on PHP version alone, put it in
 phpunit.xml:
 https://core.trac.wordpress.org/browser/tags/4.1.1/phpunit.xml.dist?marks=14,15,16,17#L6
 But PHPUnit doesn't have support for test-specific exclusions in the
 config file, and it doesn't support skipping by OS at all, so [31262.diff]
 looks good to me.
