Comment:

 Tried to reproduce this several times, but couldn't. It can't happen when
 the html around the editor is outputted as both the tab highlighting class
 name and the filter for the content are triggered together. It's
 impossible to have the Text tab highlighted and the content be run through
 wpautop() as required for the Visual editor.

 So this glitch must be happening after page load, and is inconsistent.
 Don't see any code in core that could cause this.

 Closing as worksforme for now, feel free to reopen with steps to reproduce
 consistently.
