 Thank you for those details, that definitely helps.

 I did a fresh installation of the nb_NO 3.9.2 package, upgraded to 4.0,
 and was able to create a new site through the network dashboard without
 issue. I'll start adding plugins to see if I can trigger it.

 @kkalvaa - Are you adding new sites through `{site-url}/wp-admin/network
 /site-new.php` or a different page?
