 Clarif: the `408s` mentioned above were from the old-style browser
 uploader (`/wp-admin/media-new.php`, no error report in UI, 408 in log).

 When using the newer style uploader from post-new or the top of the media
 lib, same tester gets the same HTTP Error in the UI as tester 2, and gets
 a 408 on `/wp-admin/async-upload.php`.
