Comment:

 The upper one works for me, but sometimes doesn't make the space for the
 drop. It feels extremely finicky, much more so than previously. The lower
 one doesn't seem to work at all. Moving to 4.0.1 for investigation - have
 a feeling it has to do with how whitespace is created now. Possibly
 related: #29483.

 gsarig - when you say it "does nothing", are you referring to dragging,
 dropping, or how it affects insertion/update?
