 The issue is still there, even on sites without any caching plugin.

 1. Advanced Automatic Updates takes care of update to 4.0, dashboard
 widget says so, but still there is a "new version available" as a button
 on the update-core.php and a nag on all admin pages.
 2. I manually update to 4.0-nb_NO, but still I'm nagged about a new
 version available
 3. I manually update to 4.0-nb_NO the second time (3 times including the
 automatic one) and this time there is no nag.

 Step 1. to 2. happens on all sites (about 30), but not on some sites using
 Wincache
 Step 3. happens on about 20 sites, the most of them have no persistent
 caching

 There is no translations to update according to update-core.php
