 We may have a poor solution for #28564.  What is happening internally is
 PCRE is looking at every possible combination of HTML and shortcode
 nesting before checking if there is actually a closing brace for the
 shortcode.  This is a wonderful argument for disallowing HTML nesting
 within the shortcode feature.
