 Yes, by design. I understand it's disappointing but I think it's a bad UX
 to show an English-only video to non-English speakers.

 We did the same thing in 3.9, FWIW, and I didn't hear any feedback like
 this.

 helen and I like to make this better in the future, like with subtitles
 that ship with core.
