 +1 for this. It would be really nice on a fresh install to be able to go
 in and uncomment a couple of lines to turn on logging to a file when I'm
 in there turning on WP_DEBUG and setting DB creds. It's a break in
 workflow to have to go grab those lines from the codex. Precious seconds
 lost!
