 I am using latest trunk, localized version (cs_CZ).

 I deleted localized files for Twenty Thirteen. I tried to update all
 languages (Dashboard - Languages) to receive language updates. Only files
 for core were updated, Twenty Thirteen is still in English, no update.

 By updating core localization files I received 3.9.x branch from
 GlotPress, but it would be better to receive latest Development branch?

 I am not sure how it should really work, but current situation is really
 useless.
