 End of the day for me, but I want to file this at least because I keep
 seeing it:

 1. Dashboard widget indicates I have 100 MB cap on my site:

 2. However, the network setting is unchecked:
 https://dl.dropboxusercontent.com/s/p82pkpenn1hy1ez/2014-09-03%20at%208.02%20PM.png?dl=0
 3. However, the database value is an empty string:
 https://dl.dropboxusercontent.com/s/9finxuj7sbfpl0t/2014-09-03%20at%208.03%20PM.png?dl=0
