 [attachment:29496.2.diff] is an alternative patch that links to HTTP
 instead of HTTPS.

 apps.wordpress.org is currently hosted on WordPress.com, so will need to
 be moved over to WordPress.org to use the correct SSL certificate. If we
 don't get it migrated in time, we can put the HTTP patch into 4.0, and
 change it to HTTPS in a point release, after migration.
