Comment (by afercia):

Sorry, apparently something changed in the specs in the last months:

 `cite`

 http://www.w3.org/TR/2013/CR-html5-20130806/text-level-semantics.html#the-
 cite-element
The cite element represents the title of a work...
A person's name is not the title of a work — even if people call that
person a piece of work — and the element must therefore not be used to
 mark up people's names.

 changed in:

 http://www.w3.org/TR/html5/text-level-semantics.html#the-cite-element
The cite element represents a reference to a creative work. It must
include the title of the work or the name of the author(person, people or
 organization) or an URL reference...

 `blockquote`

 http://www.w3.org/TR/2013/CR-html5-20130806/grouping-content.html#the-
 blockquote-element
Attribution for the quotation, if any, must be placed outside the
 blockquote element.

 changed in:

 http://www.w3.org/TR/html5/grouping-content.html#the-blockquote-element
Attribution for the quotation, may be be placed inside the blockquote
element, but must be within a cite element for in-text attributions or
 within a footer element.

turns out the previous implementation is now the right one :) see also
 their code examples.
