 I tried to search, but I could not find anything usefull to modify Updates
 screen (or was looking in the wrong way). Is there really something (some
 action)?

 As regards safe location: Yes, I know about `load_textdomain_mofile`. I
 have also plugin (contains some fixes for our language):
 http://wordpress.org/plugins/cestina-pro-wordpress/

 But there is one important thing, current directory is used by many users
 for custom localization files. Beware of Polyglots revenge by deleting
 their files automatically :-)
