 Users might still be interested in setting the background color even if
 there is a background image.  For instance, some themes use a large full
 screen background image that might a take a few seconds to load in (or be
 lazy loaded). While it's loading, the background color will show- so it
 might be preferable for them to set a background color that is close to
 the color scheme of the background image.

 If you do move forward on this, ".gif" extensions can also have
 transparency.
