Comment:

 Reopening because this is not about archive pagination or comments
 pagination in core.
 It's about `wp_link_pages()` and specifically for Twenty Fifteen, should
 be managed in the theme's:
 content.php
 content-link.php
 content-page.php
 image.php

 The pagination links you can see in the screenshot are used '''when you
 split a single post in multiple pages''', inserting a "Page break" tag in
 the post content.

 I called them "page links" because they use a CSS class `page-links`,
 happy to use a better name for them if there's one.
