 This will probably be done at the wordpress.org API level (instead of
 requiring themes and plugins to maintain this information themselves) as
 part of the per-language functionality which is being added to the plugin
 directory in time for WordPress 4.1.

 I'll leave this ticket open as a tracking ticket for now.
