  * Use `event` instead of `e` for variable names
  * Use non-debounced `reflowPaneContents` when Customizer ready fires. Let
 subsequent calls be debounced when changes happen to the models. Props
 @ocean90
  * Skip doing any DOM manipulation if the ordering is already correct
