 H2 sounds like a sensible default and I think it would be great if it
 could be configurable by theme developers.

 Adding my agreement. pagenav should not be a h1. Per WCAG there should not
 be more than one h1 on a page. In regard to the arrows, Jaws ignores them
 as if they are not there.
