Comment:

 A go-to-top experience is built into iOS (tapping the top of the screen)
 and seems over-complicated for the mobile design for other devices. Might
 be a neat plugin though (that'd work with any theme) for people with lots
 of not-iOS traffic. Marking as wontfix.
