 1. I think that at this stage what table is being used is an
 implementation detail. Right now the way I understand the ticket it is not
 about how to reduce the bloat in the comments table.

 Exactly my point, WC and EDD store data as comments because it results in
 convenient admin UI and API, not because they are anything like a
 conventional comment.
