 Hi! Apologies for not receiving a reply sooner, I assume the problem has
 probably been resolved by now though.

 (it slowly turns anti-clockwise).
 This is common on some hosting environments, the upgrade procedure is
 sensitive to slow hosts and low timeouts, although usually the update does
 still proceed in the background.

 GoDaddy which means i downloaded 3.9.2 and uploaded the files as it said
 in the readme. I use Windows Hosting with Plesk if that helps.
 This part unfortunately doesn't make much sense, if you upgraded WordPress
 manually by replacing all the files, there's absolutely no reason for it
 not to work. It sounds like a server configuration error, perhaps caching
 the php files in memory too long, which results in PHP not loading the new
 WordPress files. There's not much we can do in that case.
