Where it is displayed date, we could display them in the format and
timezone of the User. So we would have a more globalized product.
And yet unless we would have two settings.
example:
When viewing a post, for me the "post date" would be shown in European
format with timezone here.
For someone in japan would be the date displayed in the Japanese format
and the timezone of there.
This not only for "dates of posts", but also for the dates of comments,
dates inside WP-Admin, etc ...
With this, users would have a globalized website, and decrease a bit of
the confusion that happens involving date formats and timezones.
