 Yes - as I've said a clean install with no plugins active has the same
 issues, or, as in the case of the example site, an install upgrade from
 3.9.2. -> 4.0, with all plugins (only the default askimet and hello dolly
 plus BrutoForce protect available) deactivated ..

 I cannot find any other reason than a relation to apache mod_lsapi.
