 menu_order of images attached to a post used to be managed in 3.4 and
 earlier with a somewhat confusing "order" column in the gallery tab of the
 Media Uploader (see "Add Media WP 3.4.png" attached)

 While menu_order is largely irrelevant due to the reworking of the gallery
 functionality in 3.6+, it still exists in WP 3.6+ as sort of an
 undocumented feature.

 If you go to "Add Media" and select the "Media Gallery" tab, then select
 "Uploaded to this post" from the dropdown, you can drag and drop the
 images to change the order.

 This is confusing because:

 1. There is not verbal instructions, visual queues or help documentation
 on the media dialog or post edit page.
 2. The user has to click "Add Media" to make a change to already attached
 media (maybe the main button should say "Add/Edit Media").
 3. The user doesn't have to (and indeed shouldn't) click the big blue
 "Insert into post" button, they just need to close the media dialog by
 pressing the "X" or the escape key.

 While the gallery improvement may make this seem irrelevant, some themes
 namely WooThemes use the image order on a post do determine automatic
 thumbnails if not featured image is set.
