 It'd be great to see custom comments navigation functions in one place,
 core, and out of Twenty Fifteen (and other themes).

 I believe the template-tags.php naming that I think we've inherited from
 _s dev was first suggested by @matveb for _s to inspire us, or more
 accurately shame us, into one day getting everything out of there and into
 core. Themes shouldn't have custom template tags.
