 Thanks for the report, topdown.

 `all_tables` isn't a database table that's part of WordPress core. Do you
 have any plugins present in your `wp-content/mu-plugins` directory, or a
 `wp-content/install.php` file present? It may be that one of these is
 doing something erroneous during the install process.
