 - such as `get_search_form()` and even `get_header()` and `get_footer()`

 I guess this is a different thing but shouldn't `get_search_form()` allow
 you to pass a `$name` as you can with `get_header()`? And shouldn't they
 both (and any others) allow you to pass `'folder/filename'` as you can
 with `get_template_part()`?
