Comment:

 Instead of adding a new block, there's a rule dedicated to hiding columns
 on small screens:

 This would be the best place to add the selector.

 Also, the user list is a little trickier to deal with, because there are
 some old rules to consider - see #29995. Let's keep the patch for this
 ticket to fixing the taxonomy list table. :-)
