 The `.htaccess` file not missing, it's that way by design and is generated
 after you've installed WordPress; when you change the permalink structure.
 It's not included by default so this is not a bug. You may be experiencing
 an issue, but I don't think it's related to a missing `.htaccess` file.

 Could you please provide more information about what is happening when you
 install WordPress?
