Comment:

 This is because there is no concept of a network-wide role, except for
 super admins. You will want to go to wp-admin/network/sites.php, then the
 users tab for a particular site, if you want a similar experience as wp-
 admin/users.php. To edit a user's role from user-edit.php, you have to go
 to the corresponding site.
