Comment:

 This works properly here. The only way the Visual editor won't have a
 scrollbar is if "something" is adding a style: `html, body { overflow:
 hidden; }` inside the editor iframe. This happens in fullscreen mode but
 the editor iframe is also auto-resized to the height of the content.

 Perhaps this was some sort of a glitch with the 'autoresize' plugin.
 Closing as worksforme for now, feel free to reopen with exact steps to
 reproduce and browser type and version if this still happens.
