Comment:

 I'm going to go with maybelater here.

 If your users are attempting to "install a new version" of your plugin
 over the top of the old version, I"m guessing that:
 a) You aren't leveraging the ability to route your plugin updates through
 the !WordPress admin
 b) Your plugin is hosted elsewhere than the WP.org repository

 That said, I'm not sure an update here is necessary without other
 improvements to the installation workflow first.
