 What? Why?

 Nacin wrote in the "[http://make.wordpress.org/core/2014/05/21
 /internationalization-goals-for-4-0/ Internationalization goals for 4.0]"
 that we should be able to switch a language from the general settings
 screen. If i want to change from english to hebrew, i will need to be able
 to switch the week-starts from monday to sunday.

 This is an important setting to few non-christian countries. If you do
 want to remove it, let's do it in a smart way.

 We can move this setting to the
 [http://translate.wordpress.org/projects/wp local translation file]. Right
 now, each language can set it's
 [https://core.trac.wordpress.org/browser/trunk/src/wp-
 includes/locale.php#L184 "text direction" (LTR/RTL)] and there are few
 other settings set from there. I think that if you want to hide this
 setting, it's better to move it to there.
