Comment:

 I confirm the problem.
 If a theme registers new post type (`register_post_type()`), and there is
 NO `thumbnail` in the `supports` parameter this happens: When you "Add
 media" in the editor and select "Uploaded to this post", there is a list
 of all attachments, which are not assigned to any post.
