 Eliminate use of `extract()` in `WP_List_Table::pagination()`:

 * Set variables instead of extracting `$this->_pagination_args`
 * Weird: `$infinite_scroll` is only presently set in subclasses of
 `WP_List_Table` and never initialized otherwise.
