 At its base, the intent of the confirmation is email is to confirm the
 user email is legit, right?

 So even just a slight change to the existing string would make it much
 clearer:

 Add the user without requiring the email confirmation step.
 }}}

 or the more ambiguous:

 Add the user without requiring an email confirmation.
 }}}
