 This is a cool idea, though it's going to be really slow as written. We
 have some plans to do this on the side of language packs (and
 WordPress.org), versus at the system level.

 This also doesn't necessarily work linguistically for every language out
 there. A proper mapping of language codes that can be fallen back to could
 help a bit with both this and performance.
