 More info: The help dialog does actually appear above DFW. But the button
 wasn't working. When I exited fullscreen, the DFW button wouldn't open the
 dialog, either, and that's what I had reported. Saving the post meant
 everything worked. Something is clearly causing these buttons to not
 respond.

 Nothing in the console beyond the known TinyMCE 3.x deprecated warnings
 for the window manager.
