 [attachment:21811-10.patch 21811-10.patch] only enqueues the image editor
 script if the request is an {{{is_admin()}}} request. The behavior of
 "Edit Image" switches back to the 3.8 behavior everywhere except the Image
 Details view, which just doesn't include the button.
