 Yes, this has changed in TinyMCE 4.0. We re-styled the 'formatselect'
 drop-down used in the default configuration but didn't re-style the
 'styleselect', it is also a part of the (new) menubar. It is possible to
 re-style 'styleselect' to look like 'formatselect' only when it is in the
 toolbar. Patch welcome :)
