 By "local," I meant on a MAMP server since you mentioned that a noticeable
 preview refresh could be because of a slow server. I wasn't saying that
 the preview was slow though. I was under the impression that when widgets
 are re-ordered the sidebar should update without a preview refresh. It's
 hard to find the latest information on this.
