 In [https://core.trac.wordpress.org/attachment/ticket/27003/27003.21.diff
 27003.21.diff], if we have found a site and a network and the site's
 domain differs from the network domain, use the site domain for cookies.

 This is a little ugly because we're setting the network's cookie domain
 with site information, but that's how we set `COOKIE_DOMAIN`.


 27003.19.diff and 27003.20.diff are separate from this.
