 21143.diff] adds a new action for `site_not_found`.

 I've moved the `defined( 'WP_INSTALLING' )` check up as this seems to be a
 very independent scenario. The remainder of the `$destination` capture
 ends with the hook before redirecting, allowing developers to change the
 outcome.
