 In a multisite setting adding a new user to the network should send a
 welcome notification to the user with a template defined in '''Settings >
 'Welcome User Email''''. But the template is not used.

 When creating a new user via {{{/network/user-new.php}}} the method
 {{{wp_new_user_notification}}} gets called. Instead
 {{{wpmu_welcome_user_notification}}} should get called.
