 Is the apos-before-digit pattern supposed to never match unless there are
 exactly 2 digits?  The pattern isn't written that way, and it would be a
 trivial adjustment.  If that's all we're talking about here, that can be
 fixed.

 If we want to distinguis between quotes and apostrophes for the 2 digits,
 that's going to be a whole other can of worms.
