Comment:

 This looks like something that shouldn't be filterable, in my opinion. The
 term name in the terms list table should always link to the page for
 editing the term. I don't see any real use cases for this, could you name
 your own use case and perhaps a few others?

 If you need a column where the title links to another type of page, I
 would prefer people adding a custom column and removing the default one
 via the `manage_edit-{taxonomy}_columns` filter.
