 Per IRC chat during the bug scrub  this morning, we're going to do some
 user testing to get an unbiased feel for how panels and top-level sections
 should interact.

 After looking at a bunch of different UI approaches (screenshots above and
 on #28504), we're going to try the following scenarios:
 - Baseline: current trunk setup with all panels at the top, existing UI.
 - Icons: add icons to panels, but not sections (per #28504), use
 `28504.panels.diff` for testing.
 - Mixed sorting, new arrows but existing spacing and no icons. Forthcoming
 patch here for testing.

 Testing should be done with a theme with multiple widget areas (like
 Twenty Fourteen), the [http://wordpress.org/plugins/menu-customizer/ Menu
 Customizer plugin], and [attachment:settings-customizer.php], which adds a
 settings panel. I'll add priorities to the different panels in the hacky-
 mixed-sorting patch.
