in better shape. We'd also be able to avoid using a min-height to hide the

then did continuous scrolling through the sections instead of tabs, that
would mean we don't need to dock any tabs, either.
Also, we should disable scrolling on the background page behind the modal
(as has been proposed/is being done for media modal).
